demand the data before publication, as a condition of publication. i do not think any other policy will work at this time.
Fascinating that they require publication of all individual participant data collected during the study. This would stop practices like PACE where they trickled out bits of the results over several years, getting lots of papers from the same study, and being able to do lots of misleading media hype over years. They would have to do all the protocol specified analysis and report it all in a single paper. If they don't they can be sure others will do it pretty soon.
