I think he's possibly saying: a) DSM-5 texts/criteria and ICD-10/11 texts/disorder descriptions for mental disorders aren't designed for GP use. b) Even if they were drafted for GPs, GPs would ignore them and get their information/guidance from other sources which don't rely on rigid criteria...
