    This is called crying wolf.

    Publishing costs nothing. I regularly publish stuff for nothing. Google picks the articles up within a week or so. Nobody needs journals now.

    I ask my departmental IT person to upload a PDF to my page on the College site. It has a URL then and I can cite that in other papers and do, as do others. It is an official publication both in academic and legal terms.

    The IT person has a salary but the process takes about ten minutes so maybe that comes to £4. The sandwiches I eat at departmental meetings probably cost more.

    Not published responses - just to me. There is no peer review. The sort of stuff I put there does not really lend itself to the sort of peer review one would want for clinical trials etc. But that could be provided if the college wanted for little cost.
