I had this vision of these sort of people sitting around a committee table drinking coffee and doing iterative non-probability sampling with nobody allowed to go to the loo and the result being more than theoretical saturation.

Glad it's not just me!

Sounds like they are saying that if you go round and round and round over the same old bias-riddled sampling method, there will come a point you just have to stop. Then voila! You can call it a grounded theory.

Note: This is a tongue in cheek comment! Though truth can be stranger than fiction.
