Adobe Express has one that's free to use. Unfortunately I’m not sure I can offer much help as I only add subtitles to my videos when they are uploaded to YouTube. I’m not sure what the best program is to add subtitles directly to video.

I've used Whisper AI to generate .srt subtitle files for my videos and audiobooks (I know!). The Translation may not be perfect but you can then edit and correct the .srt file. You can then open that file with a video player and it'll show the subtitles. If you want to upload the video with subtitles to somewhere, then I'm not sure if you can include the .srt file (or other type of subtitle file) with it. You may need to edit it into the video then by using video editing software. Good luck!
