    I too believed that someone in the corporatverse could come up with something so utterly nonsensical.

    I’m afraid this is the sort of apparently reasonable pretext on which they will sell these changes to the public. It is important to realise it is part of a much larger strategy to save money and - ultimately it might be argued - destroy the NHS by driving those who have the resources to private medicine. You have to put it in the context of more obviously sinister moves such as giving financial rewards to GPs for reducing referrals to hospital. ‘Integrating physical and mental healthcare’ sounds perfectly reasonable too until you realise it is about physical healthcare being subsumed to a great extent by psychiatry, expecting those with long term physical conditions to be cured by a few sessions of CBT.
