I agree, but the legislation and Statutory guidance says otherwise, and they often break all those rules.
Thus any 'research' which can 'encourage' improved attendance, etc will be welcome 'cos it lets them off the hook- so they will argue.

Where do the sick chronically ill kids fit in?
