    From memory ( so today this could be questionable)
    There have been changes to how COVID is counted ( not counted) and changes to how excess deaths are attributed .

    So over time stats are not comparable , but then I guess that's the nub of things .
    A bit like how poverty was redefined to look as though things were better than they were .
